各省、自治區、直轄市衛(wei)生計(ji)生委、教育廳,新疆(jiang)生產建設兵團(tuan)衛(wei)生局、教育局:


針對2014年上(shang)半年學校(xiao)食堂食品污染、飲(yin)(yin)用(yong)(yong)水(shui)污染事件(jian)(jian)多發(fa)(fa)現象,為進(jin)一步做好(hao)學校(xiao)食源性(xing)疾病監測報告和飲(yin)(yin)用(yong)(yong)水(shui)衛生(sheng)管理工(gong)作,預防學校(xiao)食物中毒、腸(chang)道傳染病流(liu)行事件(jian)(jian)和飲(yin)(yin)用(yong)(yong)水(shui)污染事件(jian)(jian)的(de)發(fa)(fa)生(sheng),保(bao)障師生(sheng)身體(ti)健康,現就相(xiang)關工(gong)作通知如下:


一、高度重視學校食源性疾病監測報告和飲用水衛生管理工作


各地要高度重視食(shi)(shi)源(yuan)(yuan)性(xing)(xing)疾病(bing)監(jian)(jian)測(ce)(ce)(ce)和(he)(he)飲(yin)用(yong)水衛生管理工(gong)作(zuo)(zuo)(zuo)(zuo),按照有(you)關法律法規(gui)和(he)(he)相(xiang)關工(gong)作(zuo)(zuo)(zuo)(zuo)預案的(de)要求(qiu),進(jin)一步明(ming)確衛生計生、教育部(bu)(bu)門及相(xiang)關技(ji)術(shu)機(ji)構的(de)工(gong)作(zuo)(zuo)(zuo)(zuo)職責,建立定(ding)期溝通(tong)(tong)與協(xie)商的(de)工(gong)作(zuo)(zuo)(zuo)(zuo)機(ji)制(zhi),全(quan)面落實各自(zi)的(de)工(gong)作(zuo)(zuo)(zuo)(zuo)責任。強(qiang)(qiang)(qiang)化(hua)對(dui)學(xue)(xue)校食(shi)(shi)源(yuan)(yuan)性(xing)(xing)疾病(bing)監(jian)(jian)測(ce)(ce)(ce)報(bao)告(gao)和(he)(he)飲(yin)用(yong)水衛生安(an)全(quan)工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)部(bu)(bu)署和(he)(he)安(an)排,認真(zhen)排查食(shi)(shi)品(pin)和(he)(he)飲(yin)用(yong)水安(an)全(quan)隱患,對(dui)農村(cun)、邊遠地區(qu)學(xue)(xue)校食(shi)(shi)源(yuan)(yuan)性(xing)(xing)疾病(bing)要加強(qiang)(qiang)(qiang)重點(dian)防(fang)控,切實采取有(you)效措(cuo)施防(fang)范風(feng)險。強(qiang)(qiang)(qiang)化(hua)部(bu)(bu)門協(xie)作(zuo)(zuo)(zuo)(zuo),加強(qiang)(qiang)(qiang)督(du)導檢查,醫療(liao)機(ji)構、疾病(bing)預防(fang)控制(zhi)機(ji)構和(he)(he)學(xue)(xue)校要認真(zhen)開展食(shi)(shi)源(yuan)(yuan)性(xing)(xing)疾病(bing)監(jian)(jian)測(ce)(ce)(ce)報(bao)告(gao)工(gong)作(zuo)(zuo)(zuo)(zuo),并(bing)將監(jian)(jian)測(ce)(ce)(ce)結(jie)果(guo)及時(shi)通(tong)(tong)報(bao)衛生計生和(he)(he)教育部(bu)(bu)門; 教育部(bu)(bu)門要積極(ji)配合衛生專業機(ji)構做好監(jian)(jian)測(ce)(ce)(ce)工(gong)作(zuo)(zuo)(zuo)(zuo),并(bing)對(dui)監(jian)(jian)測(ce)(ce)(ce)分析發現的(de)問題(ti)要及時(shi)督(du)促學(xue)(xue)校進(jin)行(xing)整(zheng)改。


二、查缺補漏,嚴格落實相關制度


學(xue)校(xiao)(xiao)(xiao)應(ying)當(dang)嚴(yan)格執(zhi)行(xing)食(shi)品安全制度(du),切實落實食(shi)品采購索證索票、進貨(huo)查驗和臺賬記錄制度(du)以及食(shi)品貯存、加工、供應(ying)管(guan)(guan)理(li)等要(yao)求;應(ying)當(dang)嚴(yan)格落實飲(yin)用(yong)水(shui)(shui)(shui)(shui)(shui)衛(wei)生(sheng)(sheng)(sheng)管(guan)(guan)理(li)措施(shi)(shi),使用(yong)自建設施(shi)(shi)供水(shui)(shui)(shui)(shui)(shui)的(de)(de)要(yao)加強水(shui)(shui)(shui)(shui)(shui)源衛(wei)生(sheng)(sheng)(sheng)防(fang)護,使用(yong)二次供水(shui)(shui)(shui)(shui)(shui)的(de)(de)要(yao)對(dui)蓄水(shui)(shui)(shui)(shui)(shui)設施(shi)(shi)定(ding)期(qi)進行(xing)清(qing)洗消(xiao)毒,使用(yong)的(de)(de)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)設備必須有衛(wei)生(sheng)(sheng)(sheng)許可批件并定(ding)期(qi)清(qing)洗消(xiao)毒和維護,確保水(shui)(shui)(shui)(shui)(shui)質合格,一旦發(fa)生(sheng)(sheng)(sheng)飲(yin)用(yong)水(shui)(shui)(shui)(shui)(shui)污染(ran)事件要(yao)及時(shi)報告(gao)當(dang)地(di)衛(wei)生(sheng)(sheng)(sheng)計生(sheng)(sheng)(sheng)部(bu)門。各(ge)地(di)衛(wei)生(sheng)(sheng)(sheng)計生(sheng)(sheng)(sheng)綜合監督(du)執(zhi)法機(ji)構要(yao)加大(da)學(xue)校(xiao)(xiao)(xiao)飲(yin)用(yong)水(shui)(shui)(shui)(shui)(shui)衛(wei)生(sheng)(sheng)(sheng)監督(du)與指(zhi)導力度(du),重(zhong)點監督(du)檢查學(xue)校(xiao)(xiao)(xiao)飲(yin)用(yong)水(shui)(shui)(shui)(shui)(shui)衛(wei)生(sheng)(sheng)(sheng)管(guan)(guan)理(li)措施(shi)(shi)落實情況,對(dui)學(xue)校(xiao)(xiao)(xiao)蓄水(shui)(shui)(shui)(shui)(shui)設施(shi)(shi)、飲(yin)水(shui)(shui)(shui)(shui)(shui)設備的(de)(de)清(qing)洗消(xiao)毒進行(xing)指(zhi)導,對(dui)發(fa)現(xian)的(de)(de)問題督(du)促整改。疾病(bing)(bing)預防(fang)控制機(ji)構和醫(yi)療(liao)機(ji)構要(yao)按照有關預案,認真(zhen)做好學(xue)校(xiao)(xiao)(xiao)食(shi)源性疾病(bing)(bing)暴發(fa)和流行(xing)處(chu)置應(ying)急準(zhun)備和特(te)殊藥品等物資儲(chu)備,加強技術培訓和應(ying)急演練。


三、依法做好食源性疾病的監測、報告與通報


各地(di)衛(wei)(wei)(wei)生(sheng)計生(sheng)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)要(yao)(yao)(yao)(yao)抓好學(xue)(xue)校(xiao)(xiao)食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)監(jian)(jian)(jian)測(ce)(ce)與報告(gao)(gao)工作,要(yao)(yao)(yao)(yao)按照法律法規要(yao)(yao)(yao)(yao)求做好食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)監(jian)(jian)(jian)測(ce)(ce)、報告(gao)(gao)和(he)(he)流行(xing)(xing)病(bing)(bing)學(xue)(xue)調(diao)查、衛(wei)(wei)(wei)生(sheng)學(xue)(xue)處理等工作的(de)(de)組(zu)織(zhi)管理。疾(ji)(ji)(ji)病(bing)(bing)預(yu)防控(kong)(kong)制(zhi)機(ji)構(gou)要(yao)(yao)(yao)(yao)將食(shi)(shi)品污(wu)染物和(he)(he)有害因素監(jian)(jian)(jian)測(ce)(ce)與食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)監(jian)(jian)(jian)測(ce)(ce)相結合,加(jia)強學(xue)(xue)校(xiao)(xiao)食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)致(zhi)病(bing)(bing)因素的(de)(de)溯源(yuan)(yuan)(yuan)分(fen)析工作,及時(shi)對(dui)食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)監(jian)(jian)(jian)測(ce)(ce)中發(fa)現的(de)(de)食(shi)(shi)品安(an)全隱(yin)患進行(xing)(xing)監(jian)(jian)(jian)測(ce)(ce)檢驗。醫(yi)療(liao)機(ji)構(gou)在(zai)全力做好醫(yi)療(liao)救治的(de)(de)同時(shi),認真做好食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)病(bing)(bing)例和(he)(he)事件報告(gao)(gao)工作,配合疾(ji)(ji)(ji)病(bing)(bing)預(yu)防控(kong)(kong)制(zhi)機(ji)構(gou)開(kai)展食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)信息(xi)(xi)(xi)核實與分(fen)析。在(zai)學(xue)(xue)校(xiao)(xiao)食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)暴發(fa)事件的(de)(de)調(diao)查處理過程中,一旦(dan)發(fa)現食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)來源(yuan)(yuan)(yuan)于(yu)食(shi)(shi)品生(sheng)產經(jing)營(ying)活(huo)動或與之有關聯,地(di)方(fang)衛(wei)(wei)(wei)生(sheng)計生(sheng)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)要(yao)(yao)(yao)(yao)依法及時(shi)通報同級食(shi)(shi)品安(an)全監(jian)(jian)(jian)管部(bu)門(men)(men)。對(dui)于(yu)重大的(de)(de)食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)信息(xi)(xi)(xi),地(di)方(fang)衛(wei)(wei)(wei)生(sheng)計生(sheng)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)還要(yao)(yao)(yao)(yao)及時(shi)向同級人民(min)政(zheng)(zheng)府(fu)和(he)(he)上級衛(wei)(wei)(wei)生(sheng)計生(sheng)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)報告(gao)(gao),必(bi)要(yao)(yao)(yao)(yao)時(shi)配合地(di)方(fang)政(zheng)(zheng)府(fu)及有關部(bu)門(men)(men),向社(she)會發(fa)布食(shi)(shi)源(yuan)(yuan)(yuan)性(xing)(xing)(xing)(xing)疾(ji)(ji)(ji)病(bing)(bing)警示信息(xi)(xi)(xi)。


四、大力開展健康教育


 各地衛生計生、教育行政部門要密切合作,對學(xue)(xue)校(xiao)(xiao)有關人員開展學(xue)(xue)校(xiao)(xiao)食源性(xing)疾(ji)病、飲(yin)(yin)用水衛生等(deng)相(xiang)關知識宣傳培(pei)訓,提(ti)高學(xue)(xue)校(xiao)(xiao)食品安全與飲(yin)(yin)用水衛生管(guan)理(li)水平(ping)。各地學(xue)(xue)校(xiao)(xiao)要進一步加大健康(kang)教育力(li)(li)度,落(luo)實(shi)《體育與健康(kang)》課(ke)程中的相(xiang)關教學(xue)(xue)內容,開展多(duo)種形式的宣傳教育活動(dong),使學(xue)(xue)生了(le)解(jie)常見(jian)食源性(xing)疾(ji)病的危害和預防(fang)方法(fa),提(ti)倡(chang)在正規餐飲(yin)(yin)場(chang)所就餐,提(ti)倡(chang)飲(yin)(yin)用開水,避免(mian)食用來(lai)歷不(bu)明的食品,提(ti)高學(xue)(xue)生的自(zi)我防(fang)范意識和能力(li)(li)。
